Strategic Focus
The UGX 35.33 billion budget prioritizes human capital development, infrastructure maintenance, and governance reforms, with targeted investments in education, health, roads, and ICT. Implementation will be guided by performance-based planning, sector-specific work plans, and alignment with national priorities.

Key Implementation Pillars
1. Service Delivery Optimization
Education (UGX 18.08B): Capitation grants, infrastructure maintenance, and teacher salaries will be disbursed quarterly. Monitoring will be led by the District Education Office.

Health (UGX 6.13B): Focus on immunization, malaria control, and maternal health. External financing from GAVI, Global Fund, WHO, and UNICEF will support community outreach and facility upgrades.

2. Infrastructure Development
Roads & Engineering (UGX 1.65B): Routine maintenance and rehabilitation of community access roads. Works department to oversee contractor performance and environmental safeguards.

Water (UGX 521M): Borehole drilling and sanitation initiatives. Implementation through the Rural Water & Sanitation Subgrant, with technical supervision from the District Water Office.

3. ICT & Digital Transformation
Digital Transformation (UGX 3.5M): Modest allocation for ICT supplies and innovation fund management. Opportunity to scale through discretionary reallocations and donor engagement.

Public Sector Transformation (UGX 5.52B): Includes pension, gratuity, HQ construction (Akalo, Alito), and staff training. Strong alignment with PS FORM 5 appraisal outputs.

4. Community Empowerment
Production & Marketing (UGX 1.29B): Agro-industrialization, PDM operations, and farmer support. Includes procurement of equipment, seedlings, and SACCO facilitation.

Community Services (UGX 300M): Youth and women programs (YLP, UWEP), SACCO strengthening, and outreach activities.

5. Governance & Oversight
Planning & Audit (UGX 351M): Strengthening M&E systems, compliance audits, and data-driven decision-making.

Statutory Bodies (UGX 762M): Support to DSC, LGPAC, and council operations. Includes recruitment, training, and ICT tools.
